Minutes….A special meeting of the Remsen Town Board was held on Thursday, July 30, 2015 and called to order by Supervisor Roger Helmer at 6:38PM at the Remsen Town Hall.

Supervisor Roger Helmer stated that the Fire Department was loading a tanker with water while parked on the Phelps Road Bridge on June 23rd at approximately 9:20pm and a soft spot occurred. Superintendent George Worden barricaded the bridge to prevent further use. The Remsen Barn FOTA committee contacted the Town Hall to express concern, as Phelps Road is part of the emergency exit plan for the event. Much discussion followed.
Superintendent Worden stated he contacted three individuals from the State and has since talked with Gary Stukey. Worden stated that a one lane bridge may be opened for the Barn FOTA. It will need to be less than a fourteen foot lane with 12x12s pinned to the bridge and winged out on each end. The bridge will need to be policed during the event.
Tim Hogan, Hogan Engineering, has submitted a proposal. Option A would replace the deck at a cost of $123,125 and Option B would replace the bridge with pre-castings for $154,375. David Husted, pre-cast manufacturer was present at the meeting. Superintendent Worden stated that an Engineer and design will be needed in order to move forward.
Thomas McDonald, Remsen Vol. Fire Co., was present and asked if the deck will need to be replaced of if the steel is in need of replacement. Worden stated that the steel needs sandblasting and painting.
Supervisor Helmer stated that he had spoken with George Robertaccio and that he was willing to come and look at the bridge to offer unofficial advice. He may know of grant money for bridges. Blankenbush also offered assistance to Helmer.
Resolution #30-15 was offered by Roger Helmer to declare the bridge on Phelps Road in Remsen in a state of emergency. Seconded by Robert Wilcox. Ayes - Wilcox, Jones, Helmer, Hamilton. Nays – 0.
Supervisor Helmer will consult with Attorney Lascurettes and proceed from here.
