April 13, 2016: April Meeting

Minutes….The regularly scheduled monthly meeting of the Remsen Town Board was held on Wednesday, April 13, 2016 and called to order by Supervisor Roger Helmer at 6:30PM at the Remsen Town Hall.

The minutes for the March 9, 2016 regular meeting and March 21, 2016 special meeting were read and accepted.

 

Councilman Thomas Murphy stated that he has spoken to Tom McDonald and the Remsen Vol. Fire Co. has agreed to wash the Phelps Road Bridge.

 

Kyle Hefner, Life Scout Troop #175, addressed the Board regarding his proposed Eagle Scout Project. Hefner would like to raise money to purchased flowering crab apple trees to plant behind the Veterans Memorial at the Remsen Town Park on Steuben St. Hefner would also re-mulch the area and possibly plant some additional flowers. The Board members expressed support for the project.

 

Dr. Crankshaw, RCS Superintendent, and Brian Parent, VP of the RCS Board, were present to discuss the School budget. “Budget at a Glance” hand-outs were provided. The Public Hearing will be held on May 10, 2016 at 6:00pm and the voting will take place on May 17, 2016.

 

Assessor, Tonya Brown, submitted a sales report for February.

 

Five bids for mowing of the Town Park on Steuben St., the Town Park on Academy Lane, the Town Hall and around the Town Hall sign were opened. Bids were received from the following vendors for the amount listed: (1) Pat’s Enterprises – $3,500, (2) Apple-n-Tree Landscaping, LLC - $4,750, (3) Andre’s Total Lawn Care and Property Services - $5,900, (4) Sam’s Business Service - $5,250 + $225 per mow & Trim after the first 20 times, (5) Alder Creek Lawn Care - $4,500. The Board tabled the matter until further clarification of the extent of services included in the bid could be provided by some of the vendors.

 

Sue Martin, NOCCOG, was present to review announcements. There will be a Land Use Workshop on Comprehensive Planning at Jefferson County Community College on Tuesday April 19, 2016 from 6:30-8:30pm. The Tug Hill Commission will hold a meeting April 18, 2016 at the Ava Town Hall at 10am, a tour of the Ava Landfill will take place at 8:45am. There are white papers available on the Tug Hill website regarding Justice Court consolidation. Hand-outs from the 2016 Local Government Conference are also available online.

 

Councilman Jones asked if there has been any update on the DASNY grant for the Phelps Road Bridge. Supervisor Helmer stated he has not received any additional information since submitting the grant application.

 

Thomas Murphy offered Resolution #19-16 to pay the General Fund bills in the amount of $9,722.91 on #4-16 Abstract. Seconded by Duane Jones. Ayes – Helmer, Jones, Wilcox, Murphy. Nays – 0.

 

Duane Jones offered Resolution #20-16 to pay the Highway Fund bills in the amount of $8,245.05 on #4-16 Abstract. Seconded by Robert Wilcox. Ayes – Helmer, Jones, Wilcox, Murphy. Nays – 0.

 

Adrian Grenier, Codes Enforcement Officer, submitted a report for the month of March.

 

Kristy Allen, Town Clerk, submitted a report for March.

 

Highway Superintendent, Richard Roberts, reported that he has appointed James Murphy as Deputy Highway Superintendent, Brian Hill is now the Union Steward, and Steven Worden has been named Safety Officer. Jacob Doolen was hired as Motor Equipment Operator on April 11, 2016. The Highway Department has been prepping roads for paving this summer. The heating system has been serviced; a manifold must be replaced to fix the malfunctioning in the office, break room, and bathroom.

 

Patricia Hill, Historian, reported on the completion of the ceiling project and other activities at the Remsen Arts Center.

 

A Motion was made by Councilman Robert Wilcox at 7:29pm to enter Executive Session with Highway Superintendent Richard Roberts. Seconded by Duane Jones. Ayes – Helmer, Jones, Wilcox, Murphy. Nays – 0.

 

Highway Superintendent Roberts exited and Assessor Tonya Brown was invited into Executive Session at 7:57pm.

 

A Motion was made to come out of Executive Session and return to Regular Session by Robert Wilcox at 8:45pm. Seconded by Duane Jones. Ayes – Helmer, Jones, Wilcox, Murphy. Nays – 0.

No action taken.

 

Supervisor Roger Helmer reported to the Board regarding a stipend for Deputy Highway Superintendent Murphy, discussed at the March 21st meeting.

 

Resolution #21-16 was offered by Roger Helmer to provide a $1,000 yearly stipend for the position of Deputy Highway Superintendent. The stipend will be paid on a basis of $500 every six months and will be prorated for 2016. Seconded by Duane Jones. Ayes – Helmer, Jones, Wilcox, Murphy. Nays – 0.
