Minutes….The regularly scheduled monthly meeting of the Remsen Town Board was held on Wednesday, June 8, 2016 and called to order by Supervisor Roger Helmer at 6:36PM at the Remsen Town Hall.

The minutes for the May 11, 2016 regular meeting were read and accepted.

 

Assessor, Tonya Brown, submitted a sales report for the months of March, April and May.

 

The regularly scheduled monthly meeting of the Remsen Town Board for the month of July 2016 will be held at the Highway Garage on Buck Rd. at 6:30pm. Supervisor Helmer stated that Rick Lavallee, Mohawk Valley Freightliner, and a representative will be present to discuss lease options for trucks and equipment.

 

Supervisor Helmer stated that 4 Summer Recreation Program Assistants have been hired. Kim Graves, Program Director, was present to discuss the Program, which begins July 5th. Graves asked the Board to consider purchasing 3 shirts for each of the five Program staff members and also providing lunch for the Water Safari trip at the cost of $4.25 per child (an estimated 40 children would attend).   

 

Supervisor Helmer stated that a representative from the Oneida County Health Dept. is in the planning stages for a program that would provide a produce cart at the Town Park on Fridays during the summer. Helmer will be in contact with the representative for further details.

 

Supervisor Helmer stated he has been in contact with Ann Turner and others from the Barn FOTA committee regarding insurance coverage. Helmer will be in contact with One Group regarding whether the Town may be able to offer the Barn FOTA a rider on the Town’s insurance policy. 

 

Highway Superintendent Roberts stated that a pad has been constructed at the Highway Garage on Buck Rd in preparation for moving the sand pile from the existing location on Fairchild Rd. John Roberts is selling bunk silos made of 5ftx8ft reinforced concrete panels.

 

Sue Martin, NOCCOG, was present to review announcements. The 2016 NOCCOG Annual dinner and business meeting will take place on Thursday, September 29th at the Delta Lake Inn in Rome. There will be a Land Use Training Workshop sponsored by Oneida-Herkimer Comprehensive Planning Program on Thursday, June 9th from 5-8:45pm. The 2016 Clean Energy Conference will be held June 13-15th at SUNY Polytechnic in Utica.

 

Supervisor Helmer stated that he has spoken with the Red Cross regarding CPR training for the Summer Rec. employees. A minimum of eight individuals is needed to provide a certification course in Remsen for a cost of $400. Helmer will check with the Fire Department and Kim Graves will speak with Eileen Hamlin about options for CPR training.

 

Resolution #26-16 was offered by Roger Helmer to designate $500 for the purchase of staff shirts and to cover the cost of food on the Water Safari trip for the Summer Recreation Program in 2016. Seconded by Robert Wilcox. Ayes –Helmer, Hamilton, Wilcox, Murphy. Nays – 0.

 

There was general discussion on various options for sand and salt storage and containment at the Highway Garage on Buck Rd; including options for walls, floors, coverings and the proximity to Village wells.

 

Resolution #27-16 was offered by Roger Helmer to designate $11,000 from the Capital Project Garage Fund Account for the purchase of 60 5ftx8ft reinforced concrete panels from John Roberts. Seconded by Thomas Murphy. Ayes –Helmer, Hamilton, Wilcox, Murphy. Nays – 0.

 

Councilman Murphy asked what the Town does to support the Remsen Arts Center. Supervisor Helmer noted that the Board makes an annual donation to the Center.

 

Robert Wilcox offered Resolution #28-16 to pay the General Fund bills in the amount of $5,826.01 on #6-16 Abstract. Seconded by Roger Helmer. Ayes –Helmer, Hamilton, Wilcox, Murphy. Nays – 0.

 

Donna Hamilton offered Resolution #29-16 to pay the Highway Fund bills in the amount of $7,754.31 on #6-16 Abstract. Seconded by Thomas Murphy. Ayes –Helmer, Hamilton, Wilcox, Murphy. Nays – 0.

 

Adrian Grenier, Codes Enforcement Officer, submitted a report for the month of May.

 

Kristy Allen, Town Clerk, submitted a report for May.

 

Highway Superintendent, Richard Roberts, reported that paving is complete on Cookingham Rd., portions of Schaffer Rd. and one mile on Welsh Dist. Rd. Roberts attended the Oneida County Highway Superintendents Meeting and learned of $100 million that has been designated for bridges and culverts. Roberts will apply for grant money for the bridge over Little Black Creek. Roberts also presented the 2016 County Striping Agreement.

 

Resolution #30-16 was offered by Roger Helmer to sign the 2016 Striping Agreement. Seconded by Robert Wilcox. Ayes –Helmer, Hamilton, Wilcox, Murphy. Nays – 0.

 

Patricia Hill, Historian, reported on the 104th RCS Alumni Banquet held on June 4th. Approximately 104 people attended. Hill also reported on Remsen Arts Center activities.

 

Robert Richter and John Fox, Variance Board members, were present. The Variance Board members would like to have some type of photo identification that may be presented when they make a site visit to properties that come before the Variance Board. A notification should also be added to the application for a variance which states that the property owner grants members of the Variance Board permission to make a site visit and go onto the property in consideration of the variance.
