November 09, 2016: November Meeting and Public Hearing on the 2017 Budget

                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                       Councilperson Donna Hamilton made a motion to open the Public Hearing on the 2017 Budget at 6:25pm at the Remsen Town Hall.

Seconded by Thomas Murphy, motion passed unanimously.

Also present: Bonnie Allen, Sue Martin, Donald Helmer, Patricia Hill, Ryan Evans, Jack Fox, and Brian Parent.

 

Patricia Hill asked how funds in A7510.4 Historian Contractual Expense will be distributed. Four hundred and fifty dollars will be disbursed to the Remsen-Stueben Historical Society and four hundred and fifty dollars will be disbursed to the Remsen Arts Center. 

 

Jack Fox asked the Board about the following accounts: A6510.4 Veterans Services Contractual Expense - The amounts for donations have been reduced to a maximum of $450 per donation; A8810.2 Cemeteries Equipment – A lawn mower will be purchased to replace the current one in disrepair; B2555 Building and Alteration Permits – The revenue source has been purposely under estimated for budgeting purposes; and A2665 Sale of Equipment – The sale of equipment is not anticipated at this time.

 

No other persons in attendance requested to speak.

 

Councilperson Donna Hamilton made a motion to close the Public Hearing at 6:39 pm

Seconded by Robert Wilcox, motion passed unanimously.

 

Minutes….The regularly scheduled monthly meeting of the Remsen Town Board was held on Wednesday, November 9, 2016 and called to order by Supervisor Roger Helmer at 6:39PM at the Remsen Town Hall.

Resolution #43-16 was offered by Thomas Murphy to accept the 2017 Preliminary Budget as presented without alteration, making it the 2017 Budget for the Town of Remsen. Seconded by Donna Hamilton. Ayes –Helmer, Wilcox, Hamilton, Murphy. Nays – 0.

 

The minutes for the October 12, 2016 regular meeting were read and accepted.

 

Jim Reilly, RCS School Board President, and Brian Parent, RCS School Board Vice President, addressed the Board regarding a Capital Reserve Project. There will be an informational meeting Tuesday, November 29th and a public vote on December 13th for the Capital Project and a proposed EPC contract.

 

Resolution #44-16 was offered by Thomas Murphy to transfer funds in the amount of $2,235.00 from A1990.4 to A1010.4 to pay Hogan Engineering. Seconded by Roger Helmer. Ayes –Helmer, Wilcox, Hamilton, Murphy. Nays – 0.

 

Assessor, Tonya Brown, submitted a sales report.

 

Sue Martin, NOCCOG, was present to review announcements. The Intermunicipal agreements between NOCCOG and member communities are up for renewal. The NYS Comptroller is offering a free seminar in Clifton Park on Dec.7th. The Tug Hill Annual Dinner will be held in Altmar on Nov. 10th.

 

Robert Wilcox offered Resolution #45-16 to pay the General Fund bills in the amount of $10,854.30 on #11-16 Abstract. Seconded by Donna Hamilton. Ayes –Helmer, Wilcox, Hamilton, Murphy. Nays – 0.

 

Thomas Murphy offered Resolution #46-16 to pay the Highway Fund bills in the amount of $8,065.64 on #11-16 Abstract. Seconded by Donna Hamilton. Ayes –Helmer, Wilcox, Hamilton, Murphy. Nays – 0.

 

Codes Enforcement Officer, Adrian Grenier, submitted a report for October.

 

Kristy Allen, Town Clerk, submitted a report for October.

 

Superintendent Roberts stated that the Highway Department has readied the equipment for winter weather and has plowed once so far. Councilman Wilcox asked if the Jones Rd/Briggs Rd connection could be graded, as it is receiving increased traffic due to the bridge closure on lower Main St.; Roberts will address the issue. Donald Helmer asked if the road to the Williams Memorial Park could be improved; Roberts stated money for materials would have to come from parks funds.

 

Patricia Hill, Historian, asked if the Board would consider using funds from A8510.4 Community Beautification to purchase bulbs for the Christmas wreaths on the utility poles in the Village. There is $250 available in the fund account.

 

A Motion was made by Councilwoman Donna Hamilton at 7:31pm to enter Executive Session with Highway Superintendent Richard Roberts to discuss personnel matters. Seconded by Robert Wilcox. Ayes –Helmer, Wilcox, Hamilton, Murphy. Nays – 0.

 

Highway Superintendent Roberts exited and Secretary Bonnie Allen was invited into Executive Session at 7:50pm.

 

A Motion was made to come out of Executive Session and return to Regular Session by Roger Helmer at 8:08pm. Seconded by Robert Wilcox. Ayes –Helmer, Wilcox, Hamilton, Murphy. Nays – 0.

No action taken.

 

Resolution #47-16 was offered by Robert Wilcox to provide funds in the amount of half of the cost of bulbs for Christmas wreaths to the Village of Remsen from the $250 available in A8510.4. Seconded by Roger Helmer. Ayes –Helmer, Wilcox, Hamilton, Murphy. Nays – 0.

 

Meeting adjourned at 8:13pm.
