Minutes….The regularly scheduled monthly meeting of the Remsen Town Board was held on Wednesday, December 14, 2016 and called to order by Supervisor Roger Helmer at 6:35PM at the Remsen Town Hall.

The minutes for the November 9, 2016 Public Hearing and the November 9, 2016 regular meeting were read and accepted.
A renewal contract for Court Security services was received from the Village of Oriskany. The rates and terms of the contract are the same as last year and will cover January 1, 2017 through December 31, 2017.
Resolution #48-16 was offered by Roger Helmer to accept the contract proposed by the Village of Oriskany to provide Court Security at a rate of $55.00 per hour. Seconded by Robert Wilcox. Ayes –Helmer, Jones, Wilcox, Hamilton. Nays – 0.
The Board discussed the establishment of a three member Committee, under the direction of County Executive Anthony Picente, to study how sales tax may be distributed within Oneida County in the future. There was discussion of the possible impact that a redistribution of sales tax may have on Towns and Villages. The three members of the Committee have been appointed by the Oneida County Association of Towns.
Resolution #49-16 was offered by Robert Wilcox and states the opinion of the Town of Remsen Board that recommendations regarding sales tax distribution should not be limited to the three representatives who have been selected and that the Town has not granted authorization to the Committee members to represent the interests of the Town of Remsen . Seconded by Donna Hamilton. Ayes –Helmer, Jones, Wilcox, Hamilton. Nays – 0.
Sue Martin, NOCCOG, was present to review announcements. Online registration is now available for the annual conference scheduled for March 2017. There will be several upcoming webinars available to members of the Town Planning Board. A cyber security class will be offered on January 24th.
Duane Jones offered Resolution #50-16 to pay the General Fund bills in the amount of $12,912.52 on #12-16 Abstract. Seconded by Donna Hamilton. Ayes –Helmer, Jones, Wilcox, Hamilton. Nays – 0.
Duane Jones offered Resolution #51-16 to pay the Highway Fund bills in the amount of $9,655.12 on #12-16 Abstract. Seconded by Robert Wilcox. Ayes –Helmer, Jones, Wilcox, Hamilton. Nays – 0.
Codes Enforcement Officer, Adrian Grenier, submitted a report for November.
Supervisor Helmer stated that a complaint was received from Anthony DelGuidice Sr. in regards to what he considers to be the disorderly state of his neighbor’s property. The Town of Remsen does not have any zoning regulations that would address the matter and the property in question is privately owned and therefore the Town has no authority.
Kristy Allen, Town Clerk, submitted a report for November.
Superintendent Roberts stated that the newly purchased 3yrd Fisher sander for the 5500 GMC is working very well.
A Motion was made by Councilman Robert Wilcox at 7:21pm to enter Executive Session with Highway Superintendent Richard Roberts to discuss personnel matters. Seconded by Donna Hamilton. Ayes –Helmer, Jones, Wilcox, Hamilton. Nays – 0.
A Motion was made to come out of Executive Session and return to Regular Session by Duane Jones at 7:39pm. Seconded by Donna Hamilton. Ayes –Helmer, Jones, Wilcox, Hamilton. Nays – 0.
No action taken.
Supervisor Helmer stated that he has sent a letter to the Remsen Central School Transportation Supervisor Tom Waldron. Superintendent Roberts has received many phone calls requesting that the School driveways and parking lots be plowed and sanded. The letter explained that the Highway Department has a priority to maintain all of the miles of roads within the Town before it can address the School grounds. The priority for the Highway Department is public safety on Town roads.
