Minutes….The regularly scheduled monthly meeting of the Remsen Town Board was held on Wednesday, March 22, 2017 and called to order by Supervisor Roger Helmer at 6:38PM at the Remsen Town Hall.

The minutes for the February 8, 2017 regular meeting and the February 22, 2017 special meeting were read and accepted.
Board of Assessment Review member Crystal Fox’s term has expired. She would like to continue on the Board and will need to attend training this year.
Resolution #10 -17 was offered by Duane Jones to reappoint Crystal Fox to the Board of Assessment Review for a term of 5 years. Seconded by Donna Hamilton. Ayes –Helmer, Jones, Hamilton. Nays – 0.
Attorney Lascurettes has prepared a renewal contract between the Town of Remsen and Patricia Scofield of Hurricane Kennels. The Board will table the matter until next month when Attorney Lascurettes is present.
Supervisor Helmer presented the Board with estimates provided by Richard “Hawk” Hollenbeck Carpentry, Building – Remodeling, in the amount of $4,526 to renovate the downstairs bathrooms for handi-cap accessibility, $2,350 for front steps and decks. Roger will check with Codes Enforcement Officer Grenier regarding compliance with codes and obtain estimates for exterior ramps.
Supervisor Helmer provided the Board with information from Tug Hill regarding shared services and efficiencies.
Tonya Brown, Assessor, submitted a recent sales report.
Donna Hamilton offered Resolution #11-17 to pay the General Fund bills in the amount of $6,323.09 on #3-17 Abstract. Seconded by Duane Jones. Ayes –Helmer, Jones, Hamilton. Nays – 0.
Duane Jones offered Resolution #12-17 to pay the Highway Fund bills in the amount of $10,695.15 on #3-17 Abstract. Seconded by Donna Hamilton. Ayes –Helmer, Jones, Hamilton. Nays – 0.
Codes Enforcement Officer, Adrian Grenier, submitted a report for February.
Kristy Allen, Town Clerk, submitted a report for February.
Superintendent Roberts asked about removal of the street light at the storage garage on Fairchild Rd. Helmer will call for an estimate to move the light on Fairchild Rd to the Highway Garage on Buck Rd. Councilman Jones suggested getting a new light for the Garage on Buck Rd and shutting off the light at the storage garage on Fairchild Rd or possibly installing an on/off switch there. Helmer will call National Grid.
Superintendent Roberts has spoken with the Friedmans regarding work that will take place this summer to improve the ditch on Old Stage Rd. The property line there is marked by the tree line. The Friedmans would like the trees left but have given permission to remove the stone wall. Also, paving is scheduled for June 9th this year. The 1998 Loader needed new injectors, sleeves, and cups.
Supervisor Helmer checked with CREG systems; adding 6-8 cameras and a DVR to the original quote would result in a total cost of $10,006.00, plus $300 per year in monitoring fees. The Board will not proceed with adding a security system at this time.
Anthony DelGuidice Sr. was present to discuss the issue of a neighbor blocking a “paper street.” Attorney Lascurettes was not present. DelGuidice Sr. will check with his Attorney DeTraglia to see if he has spoken with Lascurettes.
Steve and Lynn Boucher asked if the Board had any questions for them regarding the Soda Fountain/General Store building. Steve Boucher asked if the Board would allow Supervisor Helmer to continue to look for grants and to speak with Attorney Lascurettes and the Bouchers. The Board has no objection.
