Minutes….The regularly scheduled monthly meeting of the Remsen Town Board was postponed on Wednesday, July 12, 2017 and rescheduled for Wednesday, July 19, 2017 and called to order by Supervisor Roger Helmer at 6:30PM at the Remsen Town Hall.

The minutes for the June 14, 2017 regular meeting were read and accepted.
Supervisor Helmer stated that Judge Kahl would like to apply for a JCAP grant
once again this year. Last year she applied and received enough funding for a
new ceiling and floor in the court area downstairs. This year she would like to
apply for funds to purchase benches.
Resolution #23 -17 was offered by Duane Jones to allow Judge Kahl to apply for a JCAP grant. Seconded by Robert Wilcox. Ayes –Helmer, Jones, Wilcox. Nays – 0.
Superintendent Roberts explained to the Board that funding is now available through the NYS DEC Water Quality Improvement Projects Program that will be awarded for the construction of salt storage facilities. The grants cover 75% and the Town would need to cover the remaining 25% with cash and in-kind services. A 72' wide by 120' long building mounted on 8' legs which are attached to concrete piers with a concrete base could be constructed by Hybrid Building Solutions for a cost of $180,024.00.
Resolution #24 -17 was offered by Robert Wilcox to apply for funding for a salt shed through the NYS DEC Water Quality Improvement Projects Program. Seconded by Duane Jones. Ayes –Helmer, Jones, Wilcox. Nays – 0.
Councilman Jones asked if there is any new information on the $100,000 Phelps Road Bridge funding or the Roberts Road Bridge grant. There have been no updates at this time.
Duane Jones offered Resolution #25-17 to pay the General Fund bills in the amount of $8,218.06 on #7-17 Abstract. Seconded by Robert Wilcox. Ayes –Helmer, Jones, Wilcox. Nays – 0.
Robert Wilcox offered Resolution #26-17 to pay the Highway Fund bills in the amount of $10,022.11 on #7-17 Abstract. Seconded by Duane Jones. Ayes –Helmer, Jones, Wilcox. Nays – 0.
Codes Enforcement Officer, Adrian Grenier, submitted a report for June.
Supervisor Helmer stated that Codes Officer Grenier informed him that he has received a promotion in the Town of Boonville Codes Department and can no longer continue to work for the Town of Remsen. He will stay on a couple of months until a replacement can be found. The position will be advertised.
Kristy Allen, Town Clerk, submitted a report for June.
Superintendent Roberts stated that paving is complete and the Highway Department has also sealed some roads. Additional sealing of roads may take place in September. Roberts informed the Board that MEO Steven Worden fell from the back of one of the tandem trucks while installing a spreader gate from Gorman. Worden’s left leg was fractured. MEO James Murphy and a Gorman Group employee witnessed the incident.
Supervisor Helmer read a letter to the Board from Steve and Lynn Boucher thanking the Board for considering purchasing the Soda Fountain despite being unable to come to a purchase agreement and deciding not to pursue the option any longer.
Clerk Kristy Allen informed the Board that she and Assessor Tonya Brown were served with legal papers on July 17, 2017, with a scheduled court appearance for Brown on September 7, 2017, resulting from a property owner being dissatisfied with their property’s assessed value and the results of Grievance Day. Attorney Lascurettes has been provided with copies of the legal papers.
